Policy and pollution reductions

State and federal governments create and enforce most pollution regulations. Changing state policy and regulations could lead to large pollution reductions within Minneapolis. This could include:

• Limits on how much pollution heating fuels can emit
• Limits on how much pollution large industrial businesses can emit

What's happening now

In 2025, we added staff to work with industrial facilities and policy stakeholders. They’re working with stakeholders and clean energy advocates to identify:

• Which state policies and programs don’t match our carbon reduction goals
• Pathways for modifying policies
• Chances to set new carbon reduction goals for the whole state
