Mode Shift
Transportation accounts for 24% of greenhouse gas emissions in Minneapolis. Most of these emissions come from people driving cars. Other forms of transportation like walking and bicycling offer carbon-free alternatives. Public transportation also reduces the carbon footprint of travel.
The most impactful way to lower transportation emissions is to walk, bike, and use public transit more and drive cars less. Shifting to more climate friendly ways of moving around is something we call “mode shift”. To incentivize mode shift, we have to make these options safer and easier to use. We can do this through the design and operation of City streets. We can also do this by working with other roadway operators. These partners include:
- Hennepin County
- The Minnesota Department of Transportation
- Metro Transit (Metropolitan Council)
- Federal Highway Administration

Indicators help us track our progress towards our goals. The indicator for this strategy is:
- Percent of trips that are from walking, biking or using transit
What we’re doing
In 2020 the City Council adopted the Minneapolis Transportation Action Plan (TAP). Some more information about TAP:
- It’s a 10-year plan for how to carry out transportation system projects.
- It has a goal to reduce carbon emissions through transportation mode shift.
- It outlines many ways to make sustainable modes of transportation more viable and accessible.
One TAP strategy is the All-Ages and Abilities Bike Network. This network outlines 141 miles of new or upgraded bikeways throughout the city. We've already built a lot of this network and have more projects planned for construction by 2030.

We’re working on more than infrastructure and operations. We also started the As You Go campaign to encourage climate friendly ways of getting around. Through advertising and events, the campaign invites residents to get around without a car. The goal is to replace car trips with walking, bicycling or transit.
